You'll always get a better quality image if you can use the original negative, but we can make copies if you have written permission from the studio, or if you've made a reasonable effort but are unable to find the maker (if they're deceased or out of business, for example).  All studio photographs are protected by US Copyright Law, and copying them requires written permission where possible.
